Stricter subsidy requirements in 2027. Our heat pumps are ready.

25 August 2026

The ISDE heat pump subsidy is likely to change on 1 January 2027. The Ministry of Climate Policy and Green Growth has opened a proposal for consultation until 21 August, so it is not final yet. The direction is clear: less subsidy for an average heat pump, more for those already choosing an efficient, smart system.

What changes in 2027

The proposal changes three aspects of the ISDE heat pump subsidy:

  • Smart control becomes a requirement. A heat pump must respond to the electricity grid: running when electricity is cheap and plentiful, and reducing output during peak demand.
  • A+++ receives a higher reward. The bonus above the basic subsidy per capacity class increases from €200 to €250 for the highest energy rating.
  • Less subsidy per kW. The amount per kilowatt of thermal output falls from €225 to €120.

Overall, the subsidy for most heat pumps will be several hundred to more than €1,000 lower than today.

The smart control requirement aims to tackle grid congestion: in more and more Dutch locations, the grid has reached capacity because electricity demand and generation are growing faster than the network. Originally, this requirement was planned for 2028; the current proposal brings it forward to 1 January 2027.

Why this matters when choosing a heat pump

The reduction does not affect every heat pump equally. Better energy ratings and smart control reduce the difference from today’s subsidy.

For Weheat heat pumps, the difference by model is:

Amounts based on the draft ISDE Amendment Regulation 2027, under consultation; final amounts may change.
Model Subsidy until 31 December 2026 Proposed subsidy from 1 January 2027 Difference
Sparrow P60 €2.575 €1.995 €580 lower
Blackbird P60 €2.575 €1.995 €580 lower
Blackbird P80 €3.025 €2.235 €790 lower

Weheat is ready for the new requirements

Every Weheat heat pump already has the highest energy rating, A+++. They use natural propane refrigerant (R290), rather than a refrigerant with high global warming potential, as many R32 systems do. Those will no longer qualify for ISDE subsidies from 2028.

Weheat heat pumps also already perform well on smart control. Weheat Intelligence, the software controlling every Weheat heat pump, automatically runs it at the cheapest times using dynamic electricity prices and solar panels.

Install now or wait until 2027

The installation date determines the subsidy amount, not when you request a quote. No transitional arrangement for 2027 has been announced so far. Install a heat pump this year and the higher 2026 subsidy amounts apply.

There is another reason not to wait too long. From 2029, the government wants a smart hybrid or fully electric heat pump to become mandatory when your boiler needs replacing. Waiting mainly postpones the inevitable.

Frequently asked questions

Is the new ISDE subsidy for 2027 final?

No. The proposal is open for consultation until 21 August 2026. The ministry will make a final decision afterwards.

How much lower will the heat pump subsidy be in 2027?

It depends on the heat pump. For most systems, the subsidy is expected to fall by several hundred to more than €1,000, depending on capacity and energy rating. The rules reward efficient, smartly controllable heat pumps using a clean refrigerant, so fortunately the reduction for Weheat heat pumps is smaller.

Does my current heat pump meet the new requirements?

That depends on its energy rating, refrigerant and smart-control capability. An installer can check your specific heat pump.

What if I have a heat pump installed this year?

The current, higher 2026 subsidy applies. The installation date determines eligibility, so waiting may reduce your subsidy.
