A heat pump remains one of the smartest home investments in 2026, offering greater comfort, higher property value and lower energy bills. The government helps through the ISDE scheme, which continues with some changes. This article explains what changes, what stays the same, how much subsidy to expect and how to prepare your application.
Investing in the future
The idea is simple: the energy transition succeeds only if sustainable upgrades become more accessible. Making them affordable helps, so ISDE reimburses part of your investment.
ISDE stands for Investment Subsidy for Sustainable Energy and Energy Savings, a national scheme helping homeowners make their homes more sustainable.
ISDE began on 1 January 2016 and, like many subsidies, is adjusted annually. A new budget becomes available each year, with conditions and amounts refined as needed to reflect market developments and policy goals.
The calculation changes for your first air-to-water heat pump. The starting amount becomes €1,025, the energy-rating bonus remains €200, and in 2026 you receive €225 per kW from the first kW, rather than the second as in 2025.
For a second or subsequent air-to-water heat pump installed in 2026, you no longer receive a starting amount or energy-rating bonus, only €225 per kW. This also applies if you received a subsidy for your first heat pump in 2025 or earlier.
New in 2026: homeowners can receive a one-off €400 subsidy for energy-efficient ventilation, but only when combined with one or more insulation measures.
For heat pump water heaters, ground-to-water and water-to-water heat pumps, the 2025 rules remain unchanged.
Please note: ISDE changes on 1 January 2026 for new installations. Installations from 2025 follow the old rules. If you bought your heat pump in 2025 but install it in 2026, the 2025 subsidy rules also apply.
The online portal closes briefly around New Year. Applications reopen on 5 January 2026 at 12:00.
How much subsidy can I receive for a heat pump?
The amount depends on the heat pump type and its registration code on the RVO registration code list. For your first heat pump, you receive a starting amount and energy-rating bonus, plus an additional amount per kW.
RVO’s 2026 example for a first air-to-water heat pump rated A+++ with 4 kW output:
€1,025 + 4 × €225 + €200 = €2,125
If you then install a second air-to-water heat pump of the same capacity, its subsidy is:
4 × €225 = €900
Applying for ISDE
Applying may sound complicated, but it is straightforward through Mijn RVO, the online application portal.
Good to know: always install the heat pump first, then apply through RVO. You need a registration code and must apply within 24 months of installation.
Subsidy application checklist
Check the ISDE conditions for your chosen measures beforehand.
Find the registration code and check that your heat pump is listed.
Purchase your measure and arrange for the installer to include the registration code on both quote and invoice. Keep proof of purchase and payment.
Have a company install it. Photograph the installation and ensure the invoice is clear and itemised.
Apply through Mijn RVO using DigiD and upload the invoice, payment confirmation, photograph and product details within 24 months of installation
