Energy tax on gas

Budget Day 2025 announced a 4% rise in gas energy tax for 2026, from €0.6996 to €0.7267 per cubic metre. Households with gas boilers face higher bills.

Energy tax on electricity

Electricity tax falls 10%, from €0.1228 to €0.1108 per kWh, making electric heating and sustainable upgrades increasingly attractive.

Gas price outlook

Gas prices are expected to rise structurally over the coming years. Ending Groningen gas extraction has increased Dutch dependence on foreign suppliers, making prices sensitive to international developments.

Combined with rising energy tax, this means higher energy bills for households with gas boilers.

Government policy and subsidies

ISDE subsidy

The ISDE (Investment Subsidy for Sustainable Energy and Energy Savings) is the main national scheme for individuals making sustainable upgrades. It reimburses a significant share of heat pump purchase costs. The exact amount depends on type, technical specifications and capacity.

New schemes

Alongside national ISDE subsidies, additional or temporary schemes include:

• Local subsidies from municipalities or provinces in Groningen province, homeowners can receive additional subsidy when switching to a heat pump
• Financing options such as the National Heat Fund, offering favourable loans for sustainable upgrades.
• Collective schemes for sports clubs or associations making sustainable upgrades together, for example.

TNO research: “Going gas-free is an effective way to tackle energy poverty”

According to recent TNO research switching to a heat pump is an excellent way to prevent energy poverty. The study found that residents experiencing energy poverty benefit most from renovations that remove gas dependence.

Residents of gas-free homes saved an average of €173 a month compared with residents still using gas boilers.

Added benefits: home comfort and physical health also improved, while reduced financial pressure improved mental wellbeing.
